Base64URL Encode and Decode

Base64URL is an encoding and decoding scheme that is similar to Base64. Base64 uses some characters for encoding data that directly cannot be used in URLs. The +, / and = characters have a special meaning in URLs and can cause errors. Base64URL uses - instead of + and _ instead of /. Base64URL does not use = character to pad encoded output.
